One of the main criticisms made against the new government in Lebanon is that it conceals new realities, which did not exist in previous governments. Former prime ministers Omar Karami and Selim al-Hoss were the first to critique the formation of Prime Minister Saad al-Hariri's national unity government announced last week, five months since the last national elections. Both Hoss and Karami noted that the new government does not reflect the true results of the June elections, which produced a clear pro-government majority in parliament and a clear opposition minority led by the Shiite Hizbullah party. Previously, and under Lebanon's parliamentary democracy, the majority ruled and the minority acted as watchdog on government. Under the new national unity government, both majority and minority are involved in what is called "consensus democracy or partnership." The concept, coined by the opposition and supported by their allies and friends inside and outside Lebanon, is designed to ensure unanimous approval on major legislations. It is also designed to prevent the majority from having absolute power and the minority from obstructing legislation.
